ChatGPT's self-serve Ads Manager opens to every Indian business on September 4, 2026, with a minimum daily budget of ₹725. Nobody - not OpenAI, not the agencies, not us - has published an India CPC yet, because the auction hasn't run at scale. Here is what the pricing structure actually is, what the US reference numbers suggest, and what ₹725, ₹2,000, and ₹5,000 a day realistically buy.
What changed on August 27 - and what changes on September 4
OpenAI began testing ads in ChatGPT in the US on February 9, 2026, and spent the next six months expanding: the self-serve Ads Manager Beta opened in May at ads.openai.com, product feed ads launched in June, and the UK became the first European market on June 6 (OpenAI announcements, 2026). India's turn came in two steps.
Step one, August 27, 2026: ads switched on for Indian Free and Go users. More than 50 brands went live in the first week, with WPP and Omnicom as the first agency partners (The Hindu BusinessLine, Aug 28, 2026; Storyboard18, Aug 2026).
Step two, September 4, 2026: the ChatGPT Ads Manager opens to any Indian business. This is the part that matters for most merchants. You do not need an agency. There is no minimum lifetime spend. The only hard floor is the minimum daily budget: ₹725 (Storyboard18, Aug 2026).
For context, the US minimum daily budget is $25, and at the February launch pricing was a $60 CPM with a $200,000 minimum - both since dropped or eliminated (OpenAI docs, 2026). A ₹725 floor puts ChatGPT ads within reach of essentially every D2C brand in the country from day one.
The three bid models, in plain terms
The Ads Manager offers the same bid structure worldwide (OpenAI Help Center, "Create campaigns for ChatGPT", 2026):
- CPM - you pay per thousand impressions. Built for awareness and reach. US reference CPMs run roughly $25-60 (WebFX; practitioner reports, 2026).
- CPC - you pay per click. Built for traffic.
- Conversion-optimized CPC - OpenAI optimizes delivery toward the conversion event you select (via the OpenAI pixel or Conversions API), but still charges per click.
Bidding is either Maximize results (automatic) or Manual Max CPC, running through a relevance-weighted second-price auction. There are no keywords - matching is conversational, steered by 5-15 context hints per ad group. The full setup walk-through is in our step-by-step setup guide.
What a click costs: the honest answer
There is no India CPC data yet. The self-serve auction has not opened, the managed campaigns are a week old, and neither OpenAI nor the agency partners have published clearing prices. Anyone quoting an "India ChatGPT CPC" today is guessing.
What exists is a US reference point: recommended starting bids of $3-5 - roughly ₹250-420 at current exchange rates - rising to $8-18 in dense categories like software and finance (WebFX; OpenAI docs; practitioner reports, 2026). Treat those as US numbers, not Indian ones.
Our expectation, stated plainly: early Indian auction prices are likely to be lower than the US reference. Second-price auctions clear at what the second bidder is willing to pay, and in week one of a new market the bidder pool is thin. Prices will be set by how fast Indian advertisers pile in, category by category - not by any rate card.
We are running campaigns ourselves and will publish India CPC and CTR numbers as soon as we have a statistically honest sample. Until then, plan with ranges.
Budget math: ₹725, ₹2,000, and ₹5,000 a day
Since July 2026 our own US campaigns have averaged ~1.3% CTR (our campaign data) - above eMarketer's ~0.9% industry chatbot-ad benchmark (eMarketer, 2026), and we use both. Applying the US reference CPC of ₹250-420 as the only available anchor, here is what each budget tier buys. If Indian CPCs clear lower, every number below improves.
At ₹725/day (~₹21,750/month): roughly 2-3 clicks a day, or 50-87 clicks a month, implying around 4,000-6,700 impressions monthly at a 1.3% CTR. That is not a growth channel - it is a data purchase. Enough to validate that your context hints match real buyer moments and that your landing page holds up, not enough to read conversion rates with confidence.
At ₹2,000/day (~₹60,000/month): roughly 140-240 clicks a month, around 11,000-18,500 impressions. Enough volume to compare two ad groups against each other and get an early conversion signal within a quarter.
At ₹5,000/day (~₹1,50,000/month): roughly 360-600 clicks a month, around 27,500-46,000 impressions. This is where conversion-optimized CPC starts to have enough events to work with, and where a monthly read on cost per order becomes meaningful.
Two caveats that apply at every tier. First, delivery ramps slowly during beta by design (OpenAI onboarding) - expect underspend in weeks one and two. Second, billing is postpay, and serving requires business details, a tax ID, a billing method, Persona verification, and an account logo, so start the account setup before September 4 if you want to spend on September 4. What the budget does not buy
It does not buy the answer. Ads appear in a single labeled sponsored box below ChatGPT's response - one advertiser per matched conversation - and never influence what ChatGPT actually recommends (OpenAI, stated repeatedly since Feb 2026). It does not buy premium users. Ads show only to logged-in adults on Free and Go tiers. Plus, Pro, Business, Enterprise, and Education users never see ads (OpenAI). The shoppers on paid tiers see only the organic recommendation layer.
It does not yet buy proven outcomes. Agencies report measurement gaps and unproven results so far (eMarketer/Digiday, 2026). ChatGPT ads hit $100M annualized revenue (eMarketer, 2026), but the channel is early everywhere and week-old in India.
