The three dates that get confused

Ads serving to users, self-serve buying opening to local advertisers, and where your billing entity may be based are three different facts. Most coverage merges them.

Announced by OpenAI’s VP of Monetization on LinkedIn; given independently as 6 June by two measurement panels. OpenAI has never published a UK-specific serving date of its own — its newsroom page was updated on 2026-08-11 to confirm the UK is live, which is not the launch date.

Self-serve Ads Manager

June 19–22, 2026

Ads Manager beta began rolling out to UK-registered entities. Reports span 19 to 22 June and no OpenAI announcement fixes the date. UK brands in the two-week gap after serving began bought through OpenAI’s Ads Solutions team or a partner.

Minimum daily budget

£15

OpenAI’s published GBP figure, not a conversion. The daily minimum attaches to the ad account’s billing currency, not the country you target. A daily budget is a seven-day average rather than a cap: OpenAI may spend up to 2× the daily budget on a given day and up to 7× across seven days.

What is specific to United Kingdom

  • Personalised ads are consent-gated

    OpenAI updated its ad privacy policy on 2026-06-02, four days before UK serving began, so that in the UK and EU personalised ads require explicit opt-in consent. Two tiers, not one: legitimate interest covers generic contextual ads; consent is required for personalised ads drawing on past chats, memory, ad history and advertiser-supplied data. Your addressable personalised reach is the consented subset, and nobody has published how big that is.

  • Newest UK measurement

    UK ChatGPT cost-per-click swung between 39% and 278% in the month after self-serve opened, and three dentsu clients ranked among the top nine ChatGPT advertisers in the UK. Nothing UK-specific has been published since.

  • Account mechanics

    There is no Google Ads MCC equivalent. OpenAI advises agencies not to create accounts for clients — the client creates the account and invites the agency under Settings → Users → Invites. You can switch between accounts but not manage several from one interface.

  • The CAP Code identifiability rule is the one that bites

    Marketing communications must be obviously identifiable as advertisements, and commercial intent must be clear where it is not otherwise apparent. That rule lands directly on a placement inside a conversation. Separately, there is no blanket UK requirement to disclose AI use in ads and the CAP and BCAP Codes contain no AI-specific rules — the existing rules apply regardless of how content was generated, and the advertiser stays responsible for what the AI produces.

  • PECR applies to the conversion pixel

    Storage and access technologies used for online advertising, including ad measurement, require consent under PECR. That lands on the OpenAI Conversion Pixel and the Conversions API, not just on targeting.

  • Ofcom has categorised ChatGPT Search

    Ofcom’s Register of categorised services names OpenAI OpCo, LLC: ChatGPT Search is a regulated search service required to meet the additional safety duties for Category 2A services. Ofcom is consulting on further duties covering fraudulent advertising and user empowerment. The ICO Children’s Code also applies.

Who sees ads

Ads appear on the Free and Go plans only. Plus, Pro, Business, Enterprise and Edu accounts are ad-free, and OpenAI does not show ads to accounts identified as belonging to people under 18.

No ads in Temporary Chats, none in the ChatGPT Atlas browser during the test, none near sensitive or regulated topics including personal health, mental health and politics, and no political advertising at all.

Which verticals you can run

During the test, ads are primarily limited to consumer verticals — lifestyle and household goods, local services, travel and experiences, digital products and education. Financial services, healthcare and medicine, and legal services may be approved for advertisers in the US and are generally prohibited outside it. Alcohol, tobacco, cannabis and THC are disallowed everywhere.

New accounts may be home-country locked

A new self-serve account may be able to advertise only in its home country at first. OpenAI: “Some new self-serve ad accounts can initially advertise only in their home country… Selecting other countries does not override this restriction.” It lifts after identity verification and a spend threshold.

There are no published benchmarks

OpenAI publishes no performance benchmarks: “As an early platform, ChatGPT Ads does not yet have performance benchmarks across advertisers, industries, or campaign types.” Treat every CPC or CTR figure you read — including ours — as a planning assumption.

What we could not confirm

Every ChatGPT-ads page on the internet states things nobody has verified. These are ours, listed rather than hidden. Our own ad-capture panel has only ever run in India — we have not observed a ChatGPT ad in United Kingdom ourselves.

  • Any UK impression share, advertiser count or ad load later than July 2026.
  • Consent take-up for personalised ads, and therefore the real addressable personalised reach.
  • The exact UK serving go-live date to the day, and the exact date self-serve opened.
  • We have never observed a ChatGPT ad in the UK ourselves. Our capture panel is 100% India.
