Do You Need WPP or Omnicom to Run ChatGPT Ads in India? No - Here's Why
WPP and Omnicom are OpenAI's first agency partners in India - but from September 4, 2026, any Indian business can run ChatGPT ads self-serve from ₹725/day. Here's when an agency helps and when it doesn't.

The launch coverage created a myth in one news cycle: ChatGPT ads arrived in India through WPP and Omnicom, so you need a holding company to buy them. You don't. From September 4, 2026, the self-serve Ads Manager is open to any Indian business at ₹725 a day - and for most SMB and D2C brands, self-serve is not the fallback option. It's the better one.
Where the agency confusion came from
The August 27 launch coverage led with the holding companies. WPP and Omnicom were named as OpenAI's first agency partners for the India rollout, and 50+ brands went live in the first week - most of them the kind of advertisers who route every rupee through an agency anyway (The Hindu BusinessLine, Aug 28, 2026; Storyboard18, Aug 2026).
Read quickly, that sounds like a gate: big platform, big agencies, invitation only. It mirrors how ChatGPT ads actually did start in the US - the February 9, 2026 launch carried a $60 CPM and a $200,000 minimum, which made agencies the only practical route in (OpenAI docs; WebFX, 2026).
Both barriers are gone. The self-serve Ads Manager Beta opened in May 2026 at ads.openai.com with no minimum lifetime spend (OpenAI, May 2026), and India follows the same pattern: agency-managed brands first, then everyone. From September 4, 2026, the ChatGPT Ads Manager is available to any Indian business at a minimum daily budget of ₹725 (Storyboard18, Aug 2026). No agency of record. No holding-company relationship. A business account, verification, and a card on file.

What actually opens on September 4
The India self-serve product is the same Ads Manager running in the US, UK, Canada, Australia, New Zealand, Japan, and Korea. The mechanics that matter:
- Budget floor: ₹725 per day minimum (Storyboard18, Aug 2026). Billing is postpay - you spend, then you're charged.
- Bid models: CPM for awareness, CPC for traffic, and conversion-optimized CPC, where OpenAI optimizes delivery toward your selected conversion event but still charges per click (OpenAI Help Center, "Create campaigns for ChatGPT").
- The ad unit: one labeled sponsored box below the answer - name, logo, a title up to 50 characters, a description up to 100, a square image, a link. One advertiser per matched conversation. No carousel, no auction for slots two through ten.
- Who sees it: logged-in adults on the Free and Go tiers only. Plus, Pro, Business, Enterprise, and Education users never see ads (OpenAI).
- Targeting: no keywords. Matching is conversational - current topic, past chats, past ad interactions - steered by 5-15 context hints per ad group: short, discrete descriptions of the buyer moments you want to appear in (OpenAI Ads Manager docs).

What an agency actually adds - and what it doesn't
Be precise about what a holding company brings to this channel, because it is less than the launch coverage implied.
What WPP or Omnicom genuinely offer: early platform access before September 4, direct OpenAI account support, cross-channel budget planning for brands already spending across TV, Meta, and Google, and someone to blame in a quarterly review. For a large advertiser running dozens of campaigns across markets, that coordination is real value.
What they cannot offer: an edge in the auction or the answers. The auction is a relevance-weighted second-price auction - the same math for a Mumbai D2C brand as for a global CPG (OpenAI docs). And no partner tier touches the organic layer. As our co-founder Viren put it in The Hindu BusinessLine (Aug 28, 2026): "Brands cannot buy influence over ChatGPT's answers."
And nobody has a playbook yet. Agencies themselves report measurement gaps and unproven outcomes on chatbot advertising so far (eMarketer/Digiday, 2026). The channel hit $100M annualized revenue (eMarketer, 2026), but it is months old. There is no decade of accumulated media-buying craft here for an agency to sell you. Everyone - holding company or founder - is running the same early experiments.
When self-serve wins for SMB and D2C brands
For most Indian SMB and D2C brands, self-serve is not the budget compromise. It is structurally the better fit, for three reasons.
Context hints reward product knowledge, not media-buying scale. The core targeting act is writing 5-15 one-to-two-sentence descriptions of the moments your buyer is in: "a new parent asking what to look for in a baby carrier," "someone comparing protein powders for a vegetarian diet." A founder who talks to customers writes better hints than an account executive three briefs removed from the product. The budgets are experiment-sized. At ₹725 a day, a serious four-week test costs less than most agencies' minimum monthly retainer. With chatbot ad CTRs around 0.9% industry-wide (eMarketer, 2026) - our own US campaigns since July 2026 have averaged about 1.3% (our campaign data) - the right posture is small, iterative testing, not a committed annual buy.
Iteration speed is the advantage. Delivery ramps slowly during beta by design (OpenAI onboarding), so learning comes from weekly hint rewrites and bid adjustments. Self-serve means you change the campaign the same day you see the data, not after a fortnight of email threads.
When an agency genuinely helps
Self-serve winning for most brands does not mean agencies are useless here. An agency earns its fee when:
- You already run seven-figure multi-channel budgets and ChatGPT is one line in a mix that someone has to plan holistically.
- You need the pre-September 4 window. Until self-serve opens, the agency partnership is the only door in India.
- You have no in-house performance capacity at all - no one to write hints, watch the dashboard, or wire up conversion tracking.
- Procurement requires it. Some enterprises simply cannot contract with a new ad platform directly.
If none of those describe you, the ₹725-a-day self-serve account is the rational starting point. You can always hand a working campaign to an agency later; handing over a blank account teaches you nothing.
