A personal injury retainer, a home-sale commission, an estate plan - one closed client pays for months of clicks. ChatGPT ads now target down to DMA and postal code, which turns a national ad platform into a local one. For lawyers, realtors, and other high-ticket professionals, the lead math works even at the top of the CPC range.

Why local finally works on ChatGPT

When OpenAI began testing ads in ChatGPT in the US on February 9, 2026, the pricing said "national brands only": $60 CPM with a $200,000 minimum (OpenAI docs; practitioner reports, 2026). Both are gone. The self-serve Ads Manager Beta opened in May 2026 at ads.openai.com with no minimum lifetime spend, and the minimum daily budget is $25 (OpenAI, May 2026).

The piece that matters for local services is targeting. Campaigns can be restricted by country, region, DMA, or postal code, with custom audiences and bid multipliers layered on top (OpenAI). A two-partner family law firm in one metro, or a realtor who works six zip codes, can buy exactly that territory and nothing else.

That was never the question with Google - local PPC has existed for two decades. The question is whether the conversations happen. They do: people ask ChatGPT what to do after a car accident, whether they need a lawyer to contest a will, what their house might sell for, whether to buy before they sell. Those are the highest-intent moments in professional services, and until recently no ad product could reach them. The high-ticket lead math

The CPC that kills an ecommerce campaign barely registers for a law firm. Typical starting bids are $3-5 CPC, with competitive categories like software and finance running $8-18 (WebFX; OpenAI docs; practitioner reports, 2026). Legal will sit toward the top of that range as the auction fills. But run the arithmetic from the fee backward, not from the click forward.

Take an $8 CPC - the pessimistic end. If 1 in 10 clicks books a consultation, a booked appointment costs $80. If 1 in 4 consultations becomes a client, a signed client costs $320. Against a five-figure case fee or a home-sale commission, $320 per client is not a marketing cost worth debating. Even if every rate in that chain halves, the math still clears. This is the structural difference between selling a $40 product and selling a $10,000 engagement: high lifetime value forgives expensive clicks, and it is why legal PPC has always been the most expensive corner of Google.

No keywords - write context hints for buyer moments

ChatGPT ads have no keywords. Matching is conversational: the current conversation topic, past chats, and past ad interactions. Advertisers steer it with context hints - OpenAI recommends 5-15 discrete, 1-2-sentence buyer-moment descriptions per ad group. Hints guide matching; they are not exact-match rules (OpenAI Ads Manager; help docs).

This rewards firms that understand their clients' actual questions. Do not write "personal injury lawyer Phoenix." Write the moments:

  • Legal: "User was in a car accident and is asking what to do about the other driver's insurance company." "User is asking whether they need a lawyer for a contested divorce with children." "User is asking how long they have to file an injury claim."
  • Real estate: "User is asking how to price their home before listing it this year." "User is a first-time buyer asking how much house they can afford." "User is relocating for work and asking about neighborhoods and school districts."
  • Adjacent high-ticket services: the same pattern holds for financial planners, contractors, and medical practices - describe the situation, not the service category.

Keep each ad group to one practice area or one client situation, with its own 5-15 hints. A firm that mixes injury, family, and estate hints into one ad group gives the matching system a muddy signal and gets muddy delivery back.

Measure appointments, not clicks

For a services business, the conversion is a booked consultation. OpenAI's bid models include conversion-optimized CPC: delivery is optimized toward the conversion event you select, and you still pay per click (OpenAI Help Center, "Create campaigns for ChatGPT," article 20001210).

Define appointment_scheduled as that event. Fire it when the booking confirms - via the OpenAI pixel (oaiq.min.js, which sets the __oppref click-id cookie) on your thank-you page, or server-side through the Conversions API at bzr.openai.com/v1/events from your scheduling or intake system. Send both with a shared event_id and they deduplicate automatically. The default conversion window is 30 days - comfortable for a consultation decision, though long sales cycles (a home purchase, a case evaluation) will still under-report. Two more setup notes. Billing is postpay, and serving requires business details, a tax ID, a billing method, Persona identity verification, and an account logo - for a regulated profession like law, expect verification to be the slowest step, so start it early. And design the ad unit for trust: a single labeled sponsored box below the answer with your name, logo, a title of 50 characters or fewer, a 100-character description, and a square image. "Free case evaluation - [City] injury attorneys" does more work than a tagline.

The honest caveat: thin but uncontested

Be clear-eyed about volume. Ads appear only to logged-in adults on Free and Go tiers - Plus, Pro, Business, Enterprise, and Education users never see them (OpenAI). Delivery ramps slowly during the beta by design (OpenAI onboarding). Restrict all that to one DMA and a handful of practice-area moments, and your matched inventory is thin. A local campaign may serve a few dozen impressions a day at first. Chatbot ad CTR benchmarks around 0.9%, versus roughly 6.4% for Google search (eMarketer, 2026) - our own US campaigns running since July 2026 have averaged about 1.3% CTR (our campaign data), but nobody should model Google-like volume.

Here is the other side: one advertiser per matched conversation. When a local legal or property conversation matches, exactly one ad shows - and right now, in most metros, no competing firm is bidding for it. Thin inventory with no competition beats crowded inventory at $100 legal CPCs. Agencies do report measurement gaps and unproven outcomes across the platform so far (eMarketer/Digiday, 2026), which is exactly why the $25-a-day, appointment-tracked test - not a big commitment - is the right-sized move for a local firm.
