Meta Muse in India: when it lands, what it will meet

Meta Muse is live in the US and Canada, not India, with no date or waitlist. A launch here will meet CERT-In's human-in-the-loop line, NPCI's paused agent protocol and two conflicting UPI caps. What Indian D2C brands should do now.

Muse, Meta's personal AI agent (not Muse Spark, the model, nor Muse Image), launched in the US on 8 September 2026 and reached Canada ten days later. India, Meta AI's largest market by Meta's own account, has no date. What a launch will meet, and what to do first.

Meta Muse is live in the US and Canada (Meta Newsroom, 8 and 24 September 2026). Meta has named no third country, no waitlist and no India date; its India page for Muse Charm reads "Not yet available in your region".

Is Meta Muse available in India?

No, and Meta has said nothing about when. Muse launched in the US on 8 September 2026 (Meta Newsroom). Canada followed on 18 September 2026 (iPhone in Canada, 18 September 2026). At Connect, Alexandr Wang said "We just rolled it out in Canada, and more countries are coming soon" (Medianama, 24 September 2026).

Meta's India page for the Muse Charm wearable reads "Not yet available in your region" (meta.com/in, read 26 September 2026). Medianama's Anjali Tripathi wrote on 9 September 2026: "India is not in the rollout, and Meta has not said when it will be." Meta has given no reason. Analysts quoted by The Hindu BusinessLine on 16 September 2026 expect "a long drawn-out process"; that is a forecast, not Meta's. What Muse does when shopping is in Meta AI and Muse for brands.

The rules a launch will meet

Human-in-the-loop above a threshold. The CERT-In Digital Threat Report 2025-26, released 13 July 2026 by MeitY, recommends human-in-the-loop controls for AI-agent actions above defined financial thresholds (PIB, 13 July 2026; Medianama, 16 July 2026). No threshold is given. Muse already asks approval before every purchase (Meta Help Center, read 26 September 2026); what is missing is a rupee number.

Ex-ante rules for Virtual Assistants. The Standing Committee on Finance's Thirty-Seventh Report, presented 10 August 2026, calls for "a proactive, ex-ante regulatory framework" and wants the Digital Competition Bill widened to cover Virtual Assistants and cloud services (Medianama, 17 August 2026). An agent that ranks products and negotiates with sellers sits inside that scope.

The payment rail: UAP paused, caps unreconciled

Muse pays with a Link by Stripe one-time card or the shopper's saved card (Meta Help Center, read 26 September 2026). Neither is UPI. The rail Muse would need is NPCI's Unified Agent Protocol, built on UPI Circle and Reserve Pay, with an agent registry planned (Reuters via ET BFSI, 1 September 2026; Reuters via ET, 10 September 2026).

Its launch was set for Global Fintech Fest on 10 September 2026 and pulled the night before "as it awaits regulatory clearance" from the RBI; the work "will happen over the next few months" (Business Standard, 11 September 2026). No RBI circular on agent-initiated UPI payments exists as of 26 September 2026. NPCI's line: "AI may recommend, but authentication and final settlement must follow deterministic auditable rules" (Ajay Kumar Choudhary, Non-Executive Chairman, NPCI, via Medianama, 14 September 2026).

Whichever holds, an India Muse would shop under a per-block ceiling, a confirmation step and agent registration. The rails it uses today are in how AI agent payments work and how Muse pays.

What is already running in India

Meta's footprint, sources only. WhatsApp had 500 million users in India on Meta's Q2 2024 earnings call, its latest figure (TechCrunch, 31 July 2024). Will Cathcart, head of WhatsApp, said on 14 May 2026: "India has the most monthly active users on Meta AI; it's the global leader" (ET Enterprise AI, 14 May 2026).

Business AI on WhatsApp. Launched for Indian small businesses on 14 May 2026, it recommends products from the catalog and closes sales, with "future UPI payment integration planned" (Meta Newsroom, 14 May 2026). Muse itself runs inside WhatsApp in the US (Meta Newsroom, 8 September 2026). That is the obvious India path, and it is our inference, not a Meta statement.

Quick commerce already talks to other agents. Swiggy opened ordering through ChatGPT, Claude and Gemini over MCP on 27 January 2026 (Storyboard18). Zepto's public MCP server covers search, cart and order placement, with UPI Reserve Pay among payment options (GitHub, read 26 September 2026). Grocery is where NPCI starts; the endpoints exist.

The ChatGPT precedent

OpenAI's ChatGPT ads test began in the US in February 2026; India switched on for Free and Go users on 27 August 2026, about six and a half months later, with 50 brands at launch (CNBC, 28 August 2026). Ads need no payment rail. A feature that needs one will lag longer.

Instant Checkout, the ChatGPT purchase step, never reached India; OpenAI retired it in March 2026, "allowing merchants to use their own checkout experiences while we focus our efforts on product discovery" (CNBC, 24 March 2026). Expect the same shape for Muse: recommendation on a Meta timetable, payment on an NPCI and RBI timetable.

What Indian D2C brands should do now

A store that ships within India only cannot switch on Muse checkout: Shopify's Meta channel requires that "you must sell to customers in the United States, Canada, or Mexico" (Shopify Help Center, read 26 September 2026). Shopify is the only documented path today; setup is in Meta Muse for merchants. What carries over is the catalog and an agent-readable storefront.

Stores not on Shopify have no Muse path today; the MCP and open-web storefront are their whole plan.
