On September 4, 2026, any Indian business can open a ChatGPT Ads Manager account for ₹725 a day - inventory that launched with 50+ brands and near-zero auction pressure. Google Ads in India is two decades deep, with mature auctions priced accordingly. The right move is not a budget shift. It is a small, disciplined test into the cheapest conversational inventory India will ever see.
Two auctions that could not be more different
Google Ads in India is a mature market: years of bid history on every commercial keyword, dozens of competitors per auction, and a results page stacked with shopping units and text ads before the first organic link. That maturity is Google's strength - predictable volume, deep tooling, proven attribution - and also why incremental clicks keep costing more.
ChatGPT ads work on a different physics. There is no keyword auction. Matching is conversational: the current conversation topic, past chats, and past ad interactions. Advertisers steer delivery with context hints - OpenAI recommends 5-15 short buyer-moment descriptions per ad group - but hints guide matching rather than acting as exact-match rules (OpenAI Ads Manager docs, 2026).
And there is one slot. A single labeled sponsored box below the answer: advertiser name, logo, a title of up to 50 characters, a 100-character description, a square image, and a link. One advertiser per matched conversation. You either own the conversation's sponsored moment or you are absent from it.
The auction is relevance-weighted second-price, with Maximize results (automatic) or Manual Max CPC bidding, Clicks or Reach objectives, and a conversion-optimized CPC option - delivery optimizes toward your conversion event while you still pay per click (OpenAI Help Center, 2026). What India actually gets on September 4
The rollout came in two steps. Ads switched on for Free and Go users on August 27, 2026, with 50+ brands live in the first week and WPP and Omnicom as the first agency partners (The Hindu BusinessLine, Aug 28, 2026; Storyboard18, 2026). From September 4, 2026, ChatGPT Ads Manager opens to any Indian business at a minimum daily budget of ₹725 (Storyboard18, 2026).
Two details matter for planning:
- Agencies are not required. Self-serve is open to all merchants from day one. A DTC brand can set up directly at ads.openai.com - the account needs business details, a tax ID, a billing method, Persona verification, and a logo before serving. Billing is postpay. - The audience is Free and Go tiers only. Plus, Pro, Business, Enterprise, and Education users never see ads (OpenAI). In a price-sensitive market where free-tier usage dominates, that is a large reachable audience - but it also means your highest-spending prospects on paid tiers see only organic recommendations.
Compare the entry price to launch economics elsewhere: at the February 2026 US debut, pricing was $60 CPM with a $200,000 minimum commitment. Both have since been dropped (OpenAI, 2026). India enters at ₹725 a day.
The early-mover math
Here is the argument for testing now rather than waiting for benchmarks: auction prices are a function of competition, and competition in India is currently ~50 brands. In a second-price auction with one slot per conversation, thin competition means your bid clears against weak pressure. Every quarter that Indian advertisers pile in, that stops being true. This is the cheapest conversational inventory India will ever see - the same window US advertisers had through mid-2026, when recommended starting bids sat at $3-5 CPC with $8-18 in crowded categories like software and finance (WebFX; OpenAI docs; practitioner reports, 2026).
There is a second early-mover asset: benchmarks. Because almost nobody in India has ChatGPT ads data yet, a brand that runs a disciplined 90-day test owns something its competitors cannot buy - its own CTR, CPC, and conversion numbers for this channel, comparable against its Google and Meta baselines. For reference, chatbot ad CTR runs ~0.9% industry-wide vs ~6.4% for Google search (eMarketer, 2026); in our own US campaigns running since July 2026, CTR has averaged ~1.3% (our campaign data). Lower than search - but the traffic behind it is different: ChatGPT-referred ecommerce visitors convert at 15.9% vs 1.76% for Google organic (Adobe, 2025). Fewer clicks, far more intent per click.
Test, don't shift
None of this justifies gutting a Google Ads account that prints predictable revenue. The disciplined move is a small incremental test budget on top of existing spend, not a reallocation. Three reasons:
- Google's volume is proven; ChatGPT's is ramping. Delivery ramps slowly during beta by design (OpenAI onboarding). A brand that shifts 40% of budget into a channel still in beta will simply under-deliver.
- Measurement is immature. Agencies report measurement gaps and unproven outcomes so far (eMarketer/Digiday, 2026). The OpenAI pixel and server-side Conversions API exist and work, but the ecosystem around them - MMPs, incrementality tooling, benchmarks - does not yet match Google's.
- The channels answer different questions. Google captures a shopper who already knows what to search. ChatGPT sits inside the deliberation - "which protein powder should I buy for muscle gain under ₹3,000" - a moment Google's keyword model never sees cleanly. Practically: at the ₹725/day minimum, a 90-day test at the floor costs roughly ₹725 × 90 ≈ ₹65,000. For most brands spending meaningfully on Google in India, a modest incremental allocation funds a real test several times over. Structure it around 5-15 context hints per ad group, a clean conversion event, and the pixel plus Conversions API from day one - attribution gaps are already the biggest failure mode in AI-referred traffic, as we documented in our work on dark agentic commerce traffic.
The layer no rupee can buy
Ads never influence ChatGPT's answers, and conversations are kept private from advertisers (OpenAI, stated repeatedly since February 2026). As our founder put it in The Hindu BusinessLine (Aug 28, 2026): "Brands cannot buy influence over ChatGPT's answers."
That means Indian brands now compete on two layers: the organic recommendation - earned, shown to every user including Plus and Pro - and the sponsored placement - bought and labeled, shown only to Free and Go users. A brand that wins the sponsored slot but is absent from the organic answer is renting a conversation it does not own.
