The three dates that get confused
Ads serving to users, self-serve buying opening to local advertisers, and where your billing entity may be based are three different facts. Most coverage merges them.

OpenAI announced an expansion across Europe on 2026-08-18. It never published a serving start date — the 24 August date is trade press written in advance, so do not attribute it to OpenAI. The scope is usually given as 31 markets: the EU-27 plus Iceland, Liechtenstein and Norway, plus Switzerland. OpenAI has never published the full list; its own post names only nine.

Minimum daily budget

OpenAI’s published EUR figure. Also published for the region: 20 CHF, 350 CZK, 110 DKK, 5,500 HUF, 160 NOK, 65 PLN, 80 RON, 175 SEK. No ISK row exists, so what an Icelandic advertiser is billed is unconfirmed. The daily minimum attaches to the ad account’s billing currency, not the country you target. A daily budget is a seven-day average rather than a cap: OpenAI may spend up to 2× the daily budget on a given day and up to 7× across seven days.

What is specific to European Economic Area and Switzerland
Custom audiences are unavailable
The one uncontested advertiser-facing restriction. OpenAI, verbatim: “Custom audiences are not supported for campaigns targeting the European Economic Area (EEA) or Switzerland, where personalized ads are not yet available.”

Whether personalised ads exist here at all is contested
OpenAI’s help centre says personalised ads are “not initially available” in the EEA or Switzerland. OpenAI’s own EU privacy policy, as reported, uses consent as the legal basis for personalised targeting, with users choosing between personalised and contextual. We do not publish either side as settled — plan on contextual.

Pan-European from day one may not be possible
New self-serve accounts can be locked to home-country targeting until identity verification and a spend threshold clear. Selecting other countries does not override it.

Commerce tooling lags the ad rollout
The ChatGPT Ads app in the Shopify App Store launched for US merchants on 2026-09-16; OpenAI stated it “will be available internationally in markets where ChatGPT Ads are available starting September 23”. Announced, not shipped.

ChatGPT is now a designated VLOSE under the DSA
The European Commission designated ChatGPT a Very Large Online Search Engine on 2026-08-31, scoped to ChatGPT Search. Designated services have four months — until January 2027 — to comply with the additional DSA obligations. Article 39 requires providers presenting advertisements to maintain a public repository of ad content and of who the ad was presented on behalf of.

Who sees ads
Ads appear on the Free and Go plans only. Plus, Pro, Business, Enterprise and Edu accounts are ad-free, and OpenAI does not show ads to accounts identified as belonging to people under 18.

Where ads never appear
No ads in Temporary Chats, none in the ChatGPT Atlas browser during the test, none near sensitive or regulated topics including personal health, mental health and politics, and no political advertising at all.

Which verticals you can run
During the test, ads are primarily limited to consumer verticals — lifestyle and household goods, local services, travel and experiences, digital products and education. Financial services, healthcare and medicine, and legal services may be approved for advertisers in the US and are generally prohibited outside it. Alcohol, tobacco, cannabis and THC are disallowed everywhere.

New accounts may be home-country locked
A new self-serve account may be able to advertise only in its home country at first. OpenAI: “Some new self-serve ad accounts can initially advertise only in their home country… Selecting other countries does not override this restriction.” It lifts after identity verification and a spend threshold.

There are no published benchmarks
OpenAI publishes no performance benchmarks: “As an early platform, ChatGPT Ads does not yet have performance benchmarks across advertisers, industries, or campaign types.” Treat every CPC or CTR figure you read — including ours — as a planning assumption.

What we could not confirm
Every ChatGPT-ads page on the internet states things nobody has verified. These are ours, listed rather than hidden. Our own ad-capture panel has only ever run in India — we have not observed a ChatGPT ad in Europe ourselves.
- OpenAI has never published the full list of European markets. “31 = EU-27 + Iceland + Liechtenstein + Norway + Switzerland” is an inference.
- Whether ads have been observed serving to any EEA or Swiss user. No source reports an in-product sighting and we have no first-party evidence.
- Whether a consented personalised path exists in the EEA at all — OpenAI’s help centre and its privacy policy are in direct tension.
- Whether OpenAI has published a DSA Article 39 ad repository. Only the January 2027 deadline is sourced.
